On each face, the smaller cubes that don't lie on the edges of the bigger cube will have only one side painted.
As shown in the figure above, there are four cubes which has only one face painted.
Accordingly, there will be 6 such faces of bigger cube.

⇒ 6 × 4 = 24
So, total 24 small cubes have one painted face.
